Its preliminary bulletin reported 27 impacts at 24 locations and debris at 14 locations, and said several drones remained in Ukrainian airspace. The Kyiv Independent also reported at least three people killed and 53 injured across Ukraine in overnight Russian attacks, and said the Air Force reported 149 Shahed-type drones, 108 jet-powered. These figures are attributed to their respective sources; the posts do not establish that every casualty resulted from a drone impact. Thursday 15 Oct 2 ASSESSMENT Show on map Kyiv returns to scheduled power cuts after emergency outages, DTEK says Kyiv returned to scheduled electricity cuts on 15 October after engineers stabilised the system following the previous day’s Russian attacks, DTEK said, according to LB.ua. Emergency outages were cancelled, but scheduled cuts remained in place. ATTACK Show on map Zelensky says Russian strikes hit energy sites in two Ukrainian regions, causing outages in Volyn and Kyiv Zelensky said Russian forces struck energy facilities in two regions on the evening of 15 October. He said nearly 15,000 people in Volyn were without power and some districts in Kyiv and its region had partial outages; in some communities crews could not begin repairs because of the threat of follow-on strikes. Kyiv Independent reported fires and power outages in Kyiv; citing Mayor Vitali Klitschko, it said energy damage reduced water pressure on the Dnipro’s right bank and crews were switching supply to pumping stations. A Kyiv INFO Telegram post, also relayed by @TKouilou, separately reported a total blackout and loss of electricity and water in Lutsk after a jet-powered Shahed attack, citing local media. Kremenko later described a Geran-5 strike on Lutsk energy infrastructure followed by power and water disruption. Kyiv24 reported that Russian jet-powered attack UAVs and Shaheds hit two Lutsk substations overnight; it said more than 370,000 Volyn subscribers were without power, some areas lacked water, and hospitals used backup power. Kyiv24 also said homes and civilian infrastructure were not damaged, without explaining how that statement relates to the two reported substation hits. Neither new post explicitly links the Lutsk reports to the facilities Zelensky identified. Full history · 36 events
