In its 28 October briefing, Ukraine’s Energy Ministry said electricity had been restored to most consumers in Konotop while repairs after Russian attacks continued. Suspilne’s local reporting on 27 October had described a fourth day of outages following infrastructure strikes on 24 October. The update does not mean that every consumer was reconnected, and it is separate from the farm attack elsewhere in Konotop district.
