Steve Witkoff and Jared Kushner met Volodymyr Zelensky in Kyiv on 6 September, their first visit to the Ukrainian capital, a day after seeing Putin in Moscow. Bilateral talks on Ukraine’s winter needs ran about three hours before the British, French and German national security advisers joined a second round. Nothing was agreed: Zelensky said he expects the war to continue, and the White House said next steps would come in the following weeks.

Zelensky met the delegation at Sofiiska Square at about 2:15 p.m. local time, and the party visited St Sophia Cathedral before sitting down. Witkoff called the exchange “substantive, important”; Kushner said the administration wanted “the right conditions and arrangements for a long-term, durable peace” and that Washington hoped to resume a trilateral format with Moscow and Kyiv. Zelensky said that “if the war continues — and we expect the war will continue — we are counting heavily on the winter aid package”, and repeated that territorial questions can only be settled at leader level. Al Jazeera reported Ukraine’s top security officials and negotiators in the room, with the European advisers added for the second round. The envoys left the same evening; Kyiv was struck in the early hours of 8 September.

Why it matters

A first American delegation in Kyiv, three European security advisers at the table and still no text on the war’s central questions: the winter aid package is what Ukraine took from the day, which is the answer to whether this round changed anything.
