Zelensky said Russian forces struck energy facilities in two regions on the evening of 15 October. He said nearly 15,000 people in Volyn were without power and some districts in Kyiv and its region had partial outages; in some communities crews could not begin repairs because of the threat of follow-on strikes. Kyiv Independent reported fires and power outages in Kyiv; citing Mayor Vitali Klitschko, it said energy damage reduced water pressure on the Dnipro’s right bank and crews were switching supply to pumping stations. A Kyiv INFO Telegram post, also relayed by @TKouilou, separately reported a total blackout and loss of electricity and water in Lutsk after a jet-powered Shahed attack, citing local media. Kremenko later described a Geran-5 strike on Lutsk energy infrastructure followed by power and water disruption. Kyiv24 reported that Russian jet-powered attack UAVs and Shaheds hit two Lutsk substations overnight; it said more than 370,000 Volyn subscribers were without power, some areas lacked water, and hospitals used backup power. Kyiv24 also said homes and civilian infrastructure were not damaged, without explaining how that statement relates to the two reported substation hits. Neither new post explicitly links the Lutsk reports to the facilities Zelensky identified.

Evidence: President Zelensky on evening Russian strikes on energy and outages in Volyn and Kyiv, Russian drone strikes leave parts of Kyiv without power; water pressure affected, Kyiv INFO reports total blackout in Lutsk after Shahed-type attack, citing local media, Post relays report of blackout in Lutsk after a Shahed-type attack, Following a strike by a Geran-5 drone on energy infrastructure in Lutsk, emergency outages and water disruption began, Kyiv24 reports Russian drone attack on two Lutsk substations and major power outage in Volyn

Zelensky names energy facilities but not their locations; Kyiv Independent reports Kyiv effects and cites Mayor Vitali Klitschko. Kyiv INFO relays a local-media account of a Lutsk blackout after a Shahed attack. Kremenko attributes a Lutsk outage to a Geran-5; Kyiv24 reports two substations hit, more than 370,000 Volyn subscribers without power, water disruption and hospitals on backup. These posts do not explicitly link the Lutsk sites to Zelensky’s two-region statement. Kyiv24 also says residential buildings and civilian infrastructure were not damaged, a phrase not reconciled with its report of hits on two substations. The reports are not independently verified.
