President Volodymyr Zelensky said he arrived in Norway with his team on 20 October 2026 for a trilateral meeting with Norwegian Prime Minister Jonas Gahr Støre and Finnish President Alexander Stubb, a bilateral meeting with US envoy Steve Witkoff and a meeting of all four, adding that the talks would also cover strengthening Ukraine's air defence and joint production; he was also due to have an audience with the Norwegian king and meet the Storting. The Kyiv Independent reported his arrival for talks with the Trump envoy, and Suspilne, citing Reuters, reported that he met the king at the royal palace in Oslo. After the talks, Zelensky said Witkoff had been in Oslo and Jared Kushner had joined online, and that Ukraine had immediately supported a US proposal for an energy ceasefire and was ready not to hit sensitive parts of Russia's energy sector if Russia stopped hitting Ukraine's, but that Putin had said no. At a press conference with Støre and Stubb he said the sides discussed security guarantees, including NATO's Article 5 and an 'Article 5 light' option, other sensitive issues and post-war reconstruction, that territorial questions must be discussed at the highest level, and that one of the main ideas was to move to a trilateral meeting of leaders, Ukrinform and Suspilne reported. Støre said Witkoff would meet Russian officials in St. Petersburg on 21 October to discuss European and US peace proposals, which could possibly pave the way for a meeting at leaders' level, the Kyiv Independent reported; Zelensky said Witkoff would hand the Russian side a document setting out security-guarantee options and that Ukraine expected feedback in about a day.
