Russia's Ministry of Foreign Affairs said on 3 October 2026 that it once again urges foreign nationals and personnel of diplomatic missions to refrain from remaining in or travelling to Ukraine, adding that responsibility for any possible adverse consequences lies with those who disregard the warning. A separate account published the same day relayed that Russia had also pledged to continue its large-scale strike campaign against Ukrainian infrastructure. The notice gives no count of people affected and no account of individual strikes.

Evidence: Russia once again urges foreign nationals and diplomatic mission personnel to refrain from remaining in or travelling to Ukraine, Russia urges foreign nationals and embassy personnel to leave Ukraine

Published by the Russian foreign ministry's own account, which is the issuing authority, so the content of the warning is directly attested. The earlier account of this appeal and of a pledge to continue strikes did not name the issuing authority or a date; those points are now established. The effects of the warning are not established in the recovered material.
