US envoys Steve Witkoff and Jared Kushner met Vladimir Putin in Moscow on 5 September for over three hours, opening the first American attempt in months to restart negotiations. No breakthrough was announced. President Trump said the envoys carried a proposal to end the war; the Kremlin side of the readout described battlefield assessments and economic projects.

The meeting ran more than three hours, according to the Kyiv Independent, and produced no public agreement. ABC News Australia reported that the talks covered assessments of the front and “economic issues and potentially large, mutually beneficial joint projects”. Time reported Trump describing the envoys as bringing a proposal to end the war. Moscow rejected calls for a broader pause in hostilities; what it did accept was a three-day halt on strikes against the two capitals, recorded separately. The envoys travelled on to Kyiv the following day, by train from Poland because Russian strikes keep Ukrainian airports closed.

Why it matters

It is the first time since the talks stalled that a US delegation has sat with Putin, and the shape of what Moscow was willing to discuss — the front line and joint economic projects, not a ceasefire — is the measure of how far the negotiation actually is.

The meeting and its length are on the record in multiple accounts. What was proposed inside the room is not: the agenda descriptions come from briefings on both sides and no text has been published.
