Parliament speaker Mohammad Bagher Ghalibaf said on Sunday, 4 October 2026, that the Strait of Hormuz will not reopen until seven Iranian conditions are met. Nournews, cited by Reuters, quoted him saying the conditions are based on the Islamabad memorandum, that the United States had recently conveyed proposals through a mediator, and that the period of dragging out the process and dictating one-sided demands was over. He did not list the conditions. dpa, citing IRNA, described the same stance as resting on the June 2026 interim agreement and identified him as Iran's chief negotiator. Hormuz Letter reported the same remarks from the same remarks cycle and added that Ghalibaf said the new US proposals were similar to previous ones and that Tehran would not engage with them or with any further proposals, and that Iran would meet the US and Israel with new surprises on the military front. That account also records that President Trump publicly rejected Iran's proposal on 26 September and told his negotiating team that a return to the memorandum of understanding was not possible.

Why it matters

Iran's parliament speaker tied any reopening of the Strait of Hormuz to seven conditions in the talks with the United States.

Verification: Probable

Evidence: Iran says Strait of Hormuz will not reopen until conditions are met, Nournews reports, Iran sets seven conditions for reopening Strait of Hormuz to US

Nournews via Reuters, dpa via IRNA and Hormuz Letter report Ghalibaf's 4 October remarks on the seven conditions and relayed US proposals; none lists the conditions, and the account of Iran's refusal to engage is a single aggregator's reading of the same remarks.
