Ukrainian long-range drones reached Perm, more than 1,000 km from the border, overnight into 7 September. Governor Dmitry Makhonin said a drone hit an apartment building, killing one person and injuring four. OSINT analyst Astra, cited by The Insider, geolocated witness footage to the multistory building at Svetlogorskaya Street 19 in Perm’s Kirovsky district (Nizhnyaya Kurya / Zakamsk area). President Zelensky said Ukrainian forces also struck an oil refinery in the Perm region; Russian officials have not confirmed industrial damage for this residential hit.

The Moscow Times, citing regional officials, reported that a Ukrainian drone hit an apartment building in Perm, 1,300 km east of Ukraine, killing one and wounding four. Makhonin said air defences and mobile fire groups shot down 27 drones over the krai. Zelensky wrote that Ukrainian long-range forces were used against oil refineries in the Perm region and Tatarstan, and against a drone storage and launch site in Kursk; the Kyiv Independent and Kyiv Post carried that statement. Monitoring channels named Lukoil-Permnefteorgsintez; Meduza noted that industrial-site claim had not been officially confirmed. Russia’s Defence Ministry said it intercepted 306 Ukrainian drones overnight across Russia and occupied Crimea.

Perm sits in the Volga–Urals oil belt, far beyond the usual deep-strike belt. A civilian death in an apartment block, and a Ukrainian claim on the city’s refinery the same night, shows how far that campaign now reaches.
