NOELREPORTS, citing RFE/RL’s Alex Raufoglu and Ukrainian sources, reported that Starshield speeds in Ukraine had returned to unrestricted levels after a sudden throttling disrupted military logistics and drone operations. It said Kyiv still had no explanation from SpaceX or the Pentagon. Separately, MilitaryNewsUA reported, citing Hromadske, that Ukraine’s Defense Ministry said Starshield use while moving had been restored and restoration was ongoing based on reports from units. A post published by NEXTA on 16 October attributed to Zelensky that restrictions on Starlink use by the Ukrainian Armed Forces remained in place, while SpaceX internet speeds were recovering but had not returned to previous levels. OSINTtechnical separately reports that multiple officials told Reuters the order to limit Ukraine’s Starshield access that week came from inside the White House. The sources do not clarify whether the different descriptions concern separate Starlink/Starshield functions or an unresolved change in status; the underlying reports and a direct presidential statement were not attached.

NEXTA attributes to Zelensky that Starlink-use restrictions remained and speeds were still recovering, but no direct presidential post or underlying source is attached. The posts use Starlink and Starshield terminology differently and do not establish whether the status claims conflict or describe separate functions. All remain attributed and unverified.
