The Institute for the Study of War assessed on 30 September that Iran is trying to obtain some economic relief from the US before easing restrictions in the Strait of Hormuz or making nuclear concessions, and that the primary disagreement concerns the sequencing of the seven-day plan's steps rather than its components. ISW said it remains unclear which proposal a non-Iranian official briefed on the talks described, and how the 'enhanced' framework and its nuclear provisions differ from the June memorandum of understanding. ISW separately reported that defectors from the Iranian-backed Iraqi militia Asaib Ahl al Haq formed a new armed group with significant Iranian support, which may operate under direct IRGC command.
