The Novoshakhtinsk oil refinery in Russia's Rostov Oblast temporarily suspended operations after damage from an overnight drone attack, regional governor Yuriy Slyusar said; eyewitnesses recorded drone overflights, air-defence activity and explosions at the plant.

Slyusar said the facility had been damaged in an overnight enemy attack on the Rostov region and had temporarily suspended operations. The refinery's design capacity is about 7.5 million tonnes of crude per year (~112,000-115,000 bpd) per Militarnyi; the plant has been struck repeatedly during the war.

Evidence: Novoshakhtinsk Oil Refinery Halts Operations After Overnight Drone Attack, Novoshakhtinsk Oil Refinery shut down following drone attack, Rostov Region authorities say

Halt confirmed by Rostov governor via OSINT (Militarnyi) and Ukrinform. Attribution to Ukraine rests on the 'enemy attack' wording of the Russian official and the established Ukrainian deep-strike pattern; no explicit Ukrainian claim.
