Governor Andrei Vorobyov said a UAV hit a three-story apartment building on Novaya Street in Sofyino (Ramenskoye urban district), killing a 44-year-old woman and injuring five people including two children; an elderly man was killed when a private house burned in Orekhovo-Zuyevo district; Reuters later reported Vorobyov saying a third person died of injuries in hospital, raising the oblast civilian toll to three killed (injuries previously rolled up as six including Leninsky). About 400 people including 70 children were evacuated from a 21-storey block in Ramenskoye (Reuters). Sobyanin earlier said an object on MNPZ territory was damaged with no casualties claimed there; ASTRA/Exilenova+ via Ukrainska Pravda had reported possible ELOU-AVT-6 crude unit damage. BBC/Zelensky confirmed Ukraine hit a key Russian oil facility and a logistics site. Distinct from the live Sep17 Moscow wave heading event.
