Ukrainian drones struck the Ryazan oil refinery in western Russia, starting a fire, and Ukraine’s General Staff said the same night’s strikes hit an airfield, a radar station and two Pantsir-S1 systems in Rostov Oblast. Rostov governor Yuri Slyusar said three dozen drones were destroyed over the region, that three residential buildings in Rostov-on-Don were damaged and that a child was hospitalised.
The General Staff confirmed the refinery and the Rostov air-defence targets on Telegram. The independent Russian outlet Astra carried eyewitness accounts of explosions and of drones circling for about four hours, and the monitoring channel Exilenova Plus reported both locations first. Refinery throughput after the fire has not been published, and no independent damage assessment of the Pantsir claim exists. The strikes fell inside the three-day halt on strikes against the capitals, which covered Kyiv and Moscow only. A separate record covers the strike on Taganrog airbase in the same oblast.
Why it matters
Ryazan is one of the refineries that keeps Russian fuel moving, and it was hit while a US delegation shuttled between the capitals — the clearest reading of what the pause did and did not stop.
